Completes methods and solutions for complex engineering problems and assists the MT Manager in selecting the most efficient and economical manner in meeting the objectives. In specific, the candidate will be required to establish the best methods for tracing materials/equipment installed in the pipelines back to the manufacturer and to the manufacturer's material property test records and other manufacturer test records. Applies engineering process analysis techniques to flowchart material ordering, manufacturing, receipt inspection, warehousing, field release, material/equipment installation, and archival of ""as-built"" documentation. Willingness to travel or relocate to work location (Walnut Creek, CA area) or other locations within PG&E service territory is required. Travel to other manufacturer locations and to gas transmission facilities is expected.
SPECIFIC RESPONSIBILITIES :
Evaluate existing processes for procurement, manufacturing, warehousing, and installation of pipeline components.
Evaluate existing processes for maintaining records and other data relative to MT.
Develop process improvements for MT and project record-keeping and incorporate into procedures.
Write new standards, procedures, job-aids, and forms.
Develop ""dashboards"" and performance metrics for MT and project record-keeping.
Identify working-level contacts within client organization and ""feret-out"" information on existing client processes.
Assist in development of plan(s) for short and long-term improvement of project record keeping and electronic archival and access to critical MT and other data relative to pipeline as-built.
Identify long range plans for phase by phase implementation of MT throughout Gas Operations.
Review existing client ""guidance documents"" (i.e. standards, procedures, job-aids and forms) and identify required changes.
Prepare new process flow diagrams for improved MT and record-keeping practices.
Train and mentor client staff during implementation of new guidance.
Solicit and evaluate stakeholder feedback on workability and effectiveness of new guidance and revise guidance documents accordingly.
Completes a variety of assignments such as drawings, specifications, and other materials suitable for procurement and construction purposes. Frequently interfaces with other Engineering disciplines as well as other departments.
Prepares detailed requisitions for equipment and materials.
Prepares and issues specifications, data sheets, and other construction documents.
Performs other responsibilities associated with this position as may be appropriate.
Qualifications: PREFERRED EDUCATION/EXPERIENCE: - 4-year degree in Engineering, Procurement (or related field) and 8-10 years of related work experience.
- Demonstrated ability to write procedures and other guidance documents for implementation of process improvements.
- Experience with development of material specifications or Purchase Orders, or in manufacturing or installation of piping, valves, or fittings desired.
- Excellent written and oral communication skills.
