Determines methods and solutions for complex engineering problems and selects the most efficient and economical manner in meeting the objectives. In specific, the candidate will be required to determine the best methods for tracing materials/equipment installed in the pipelines back to the manufacturer and to the manufacturer's material property test records and other manufacturer test records. Applies advanced engineering process analysis techniques to flowchart material ordering, manufacturing, receipt inspection, warehousing, field release, material/equipment installation, and archival of ""as-built"" documentation. May serve as a technical consultant to the client to develop improved processes for tracking the pedigree of materials that are procured and installed. Willingness to travel or relocate to work location (Walnut Creek, CA area) or other locations within PG&E service territory is required. Travel to other manufacturer locations and to gas transmission facilities is expected.
SPECIFIC RESPONSIBILITIES :
Develop strategic plan for implementing Material Traceability (MT) for natural gas transmission and distribution pipelines.
Confer with client senior management staff to solicit input and to obtain approval for implementing strategic plan.
Provide direction to staff to develop procedures and ""tailboarding"" training materials for MT implementation.
Develop plan(s) for short and long-term improvement of project record keeping and electronic archival and access to critical MT and other data relative to pipeline as-built.
Develop long range plans for phase by phase implementation of MT throughout Gas Operations.
Obtain buy-in from key client stakeholders for implementation of MT and record-keeping improvements.
Manage and direct MT staff and confer with Program Management Organization (PMO) and Project Execution team on approach for MT and record-keeping improvements.
Establish ""dashboards"" and other processes for tracking and reporting on effectiveness of MT and record-keeping implementation.
Provides technical consultations for interdisciplinary analytical studies and analyses.
Prepares material/equipment specifications and purchase requisitions; reviews supplier data; witnesses shop tests, assists with assessing supplier manufacturing capabilities.
Develops operation and maintenance plans; develops standard operating procedures; prepares O & M manuals and may conduct on-site training of personnel.
Conducts surveys, studies, and site investigations.
Helps determine budget estimates and staffing requirements for the defined scope and schedule. May assist with other administrative and technical duties.
Prepares and reviews and approves technical papers, procedures, and other program and project management documents.
Performs other responsibilities associated with this position as may be appropriate.
Qualifications: PREFERRED EDUCATION/EXPERIENCE: - 4-year degree in Engineering or Procurement (or related field) and 10-12 years of related work experience.
- Demonstrated ability to write procedures and other guidance documents for implementation of process improvements.
- Experience with development of material specifications or Purchase Orders, or in manufacturing or installation of piping, valves, or fittings desired.
- Potential to perform in a lead capacity, excellent written and oral communications skills, and a familiarity of industry practices and regulations.
