Regional QA/QC Manager

Parsons is seeking a highly driven, solutions oriented professional with broad experience in quality systems, compliance, operations and business development. The ideal candidate would be results-oriented with strong project management capabilities targeting increased financial, customer, internal process, employee and regulatory/ external authority objectives. The incumbent would be energetic and adaptable, with demonstrated ability to analyze data and implement innovative solutions to complex issues. Parsons is seeking an accomplished business leader who communicates and integrates well with varying corporate levels, international environments and multi-site locations.
SPECIFIC RESPONSIBILITIES :
Leads and directs QA/QC efforts within assigned Region, Develops plans, procedures and protocols that comply with the clients guidelines, and are consistent with the PMO Governance. Maintains an active training program for new program participants; Maintains a Quality documentation database; Manages and administers a Quality audit program of all ongoing work.
The Regional QA/QC Manager (RQM) will perform as the subject matter expert on all quality related matters, providing QA/QC leadership within the assigned Region.
The RQM will provide support to other Regional Managers as needed. Regional QA/QC Managers report directly to the PMO Quality Assurance Manager (QAM). The RQM shall:
• ensure that Quality Assurance Procedures and Plans are implemented by all the client and contracted personnel within the assigned Region,
• support the Regional Coordinators with Quality related issues,
• manage the Condition Reporting process within the assigned Region,
• schedule/manage/lead/perform and report on audits within assigned Region and/or contractors/suppliers as directed by the PMO Project QAM,
• identify processes that are being implemented but are not yet written,
• communicate to Project QAM to assist in prioritizing by risk,
• work with process owners to develop written procedures,
• work with assigned Regional project teams to conduct knowledge transfer/training on Quality Assurance,
• participate in Regional client meetings to ensure Quality Assurance is continually addressed,
• report on Quality Metrics to assist the QAM in identifying and analyzing trends,
• collect and communicate Lessons Learned,
• ensure that Continual Improvement and a Continuous Learning programs are implemented, and
perform additional duties as assigned by the PMO Project QAM
Qualifications: PREFERRED EDUCATION/EXPERIENCE: Required
4-year degree in Engineering (or related field) and a minimum of 12 years of related work experience in the field of quality assurance. Lead Auditor certification (ISO 9001 or equal) or ASQ Certification (as CMQ/OE, CQA or CQE).
Experience related to piping, welding, weld inspection / testing, valve placement and/or inspection preferred.
Preferred
Membership in a nationally-recognized QA/QC organization. Other related certifications may include, but are not limited to: Building Inspector, NQA-1 (nuclear auditor), NDT (ASNT), Welding Inspector (AWS), DOT
SKILLS/COMPETENCIES:
Requires knowledge of industry quality systems and standards, such as ISO 9000, ASME, ANSI, ASTM. Requires knowledge of quality assurance/quality control work practices, processes and current technology. Requires proficiency in the use of computers and software packages related to field. Requires the ability to communicate clearly and interface effectively with a diverse group of professionals.
